MITI'S Revised Requirements for Certificate of Origin (CO) and Seminar
dated 14 May 2008
FMM Leadership and Service informing the above subject as below:-
The recent rampant cases of false declaration on Certificate of Origin (CO)
issued by chambers of Commerce have resulted in verifications by importing countries.
Verification missions have also been received from the European Anti Fraud Office
(OLAF) to check on the authencity of the information declared by exporters.
Products investigated include disposable flint lighters, footwear, malleable
pipe fittings, energy saving lamps, bicycles, etc. In view that the above cases
have an adverse effect on the image of Malaysia as a major trading partner,
the Ministry of International Trade and Industry (MITI) has tightened and revised
the guidelines on issuance and endorsement of non-preferential COs. The new
requirements include mandatory submission of cost analysis of each product to
be exported.
The new requirements will take effect on 1 June 2008. As the new requirements
will affect exporters, FMM is organising the above seminar with the aim to update
members on the new procedures on issuance of COs, and to highlight the importance
of correct declaration of information in COs. The seminar, to be conducted by
senior representatives of MITI will cover the following topics:
1. Revised Procedures for Application of Non-Preferential
COs - objectives, Submission of Cost Analysis of Products, Computation of
Cost Analysis, Penalties and Offences for False Declaration
2.
Application Procedures for Preferential COs - CEPT Form D, ASEAN China FTA
Form E, ASEAN China FTA Form E, ASEAN Korean FTA Form AK, Malaysia Japan EPA
Form, Malaysia Pakistan Form and GSP Form A
3. Electronic Preferential CO for National Single Window
Please refer to the attached brochure
for details and registration. Closing date for registration is 7 May 2008.
